The death toll is rising after yet another terrorist attack in Mumbai while India's Chief Minister Arundhati Roy Chowdhury begins her investigation into Indian Mujahideen terrorist activities. Meanwhile, under the guise of a journalist, she recruits the help of India's best undercover cop, Shivani Shivaji Roy to infiltrate the underworld and uncover the head honchos. Shivani Shivaji Roy is an Indian police officer who is known for being extremely skilled at fighting crime and terrorism. She currently heads the Anti-Terror branch of the Mumbai police. She is also a dual national, because her mother is Indian and she was born in the United States. She majored in International Relations at Harvard University and obtained her master's degree from Columbia University.The movie begins with Shivani Shivaji Roy (the character) sending a confidential report through Indian Intelligence to India's Prime Minister about an upcoming strike that will commence on November 26. She gives the Prime Minister 6 hours to post security measures to prevent the terrorist attack. Right before the deadline is up, India's Chief Minister Arundhati Roy Chowdhury gets a visit from an international news channel called NDTV which shows her the confidential report that was sent from India's most valuable asset.Shivani is then summoned by the Chief Minister and is told that she will be taken off the Anti-Terrorist force and will be forced to continue working with a partner who will hinder her work with Police Special Operations.  Shortly after this meeting, a terrorist attack occurs at a Mumbai mall during which many people are killed and injured. The Chief Minister receives a phone call from the same NDTV journalist who showed her Shivani's confidential report.  He tells her that he wants to meet with her and wants to give her the same confidential report that was sent to the Prime Minister, in person.  He tells her that if she does not give in to his demands, he will release the report in a press conference in front of all media houses in India.Arundhati Roy Chowdhury takes this threat very seriously because she knows how valuable Shivani is to India's security and she also knows how detrimental it would be for such information to be released prematurely about such an important issue.
